发展普(pǔ )惠托育服(fú )务,要充分调(diào )动(dòng )社会(huì )力量积极性,而社会力量往往面临(lín )高(gāo )成本(běn )压力(lì ),需(xū )要建立合理(lǐ )的成(chéng )本(běn )分(fèn )担机制。中国宏观经(jīng )济(jì )研究院社会(huì )发展所研(yán )究(jiū )员张本波提(tí )出,一(yī )方(fāng )面,要(yào )加(jiā )大政(zhèng )府投资力度(dù ),提(tí )高托位建设(shè )补贴标准,进(jìn )一步降低(dī )普惠(huì )机构开(kāi )办成本;另(lìng )一方(fāng )面,采取(qǔ )公(gōng )建(jiàn )民营、运营补贴、奖励补(bǔ )助、购买服(fú )务等(děng )多种方式,降低普(pǔ )惠机构运营成(chéng )本。
